I am encountering the same, some textures need more than 10 seconds to show up in proper quality. This has to be patched or modded (lazy bethesda). It seems on ultra the textures are laoading in 4k resolution evenif you're playing in 1080p.
He is taking about textures not loading properly and this is known problem. He hasn't said anything like " I cannot play on ultra settings with my 1GB card."
